Less reading. More doing.
From the Petroleum Operations Brief, Monday, October 19, 2026 (PP-OPS-2026-10-19)
Practical actions for small and midsize bulk fuel, tank wagon, cardlock and petroleum transport operators.
PP-ACTION-2026-10-19 | Revision 1
1. Repoint automated EIA data pulls before the new-format weekly report
Priority: High. Deadline: Today, Oct 19; verify Wed, Oct 21 after 8:30 a.m. MT.
Starting Oct 21, EIA's Weekly Petroleum Status Report drops Tables 11 and 12 (weekly spot prices) and Table 14 (retail gasoline and diesel prices). Point surcharge calculators, pricing sheets and ERP imports at the Gasoline and Diesel Fuel Update or the EIA API series, and at EIA's daily spot data. Then confirm each job captured the new value.

2. Reprice fixed and capped diesel offers and check credit exposure
Priority: High. Deadline: Before quoting this week; load EIA values after the Tue, Oct 20 release (Oct 19 observation).
November ULSD futures settled at $4.8991/gal on Oct 16, up 3.4% for the week (as reported). AAA national diesel was $6.3224/gal on Oct 18, and Colorado diesel hit a record $6.3100/gal on Oct 13 (GasBuddy). Reprice open fixed and capped tank-wagon and cardlock offers against current rack, and review credit limits on high-volume diesel accounts.

3. Issue a state-by-state dyed-diesel policy with end dates
Priority: High. Deadline: This week. Reported state end dates: Idaho Nov 8, Montana Nov 23 (ag and timber vehicles only), Nebraska Dec 23, Colorado Dec 31.
Federal penalty relief runs Oct 1 through Dec 31, 2026, but IRS guidance on payment postponement under IRC 7508A and on Form 720 is still pending, and payment of the $0.2440/gal federal tax is not yet formally deferred. State relief does not override other states' bans and is not a state tax exemption. Keep dyed road-use gallons under their own ERP code, restrict dyed product at state-line cardlocks to off-road card profiles, brief CSRs and drivers, and hold Form 720 changes until the IRS publishes guidance.

4. File documented DataQs challenges under FMCSA's reformed process
Priority: Medium. Deadline: Within 30 days; states must decide initial reviews within 21 days and final reviews within 45 days.
FMCSA says all 50 states now run the reformed DataQs process, which adds independent reconsideration and bars issuing officers from deciding challenges to their own work. Pull your carrier profile, list wrong inspections and crashes from the past 24 months, and gather ELD logs, repair orders, police reports and video before filing.

5. Plan for the EPA Texas and Arctic Alaska diesel waiver expiration
Priority: Medium (Texas and Alaska suppliers). Deadline: Sat, Oct 24.
EPA's emergency diesel waivers for Texas and Arctic Alaska expire Oct 24. As of EPA's page last updated Oct 9, no extension has been posted. Plan to stop waiver-fuel sales unless EPA renews them.
