Action Summary

Less reading. More doing.

From the Petroleum Operations Brief, October 15, 2026

Practical actions for small and midsize U.S. petroleum distributors: bulk fuel, tank wagon, cardlock and transport.

PP-ACTION-2026-10-15 | Revision 1

QUESTION THE HYPE. KEEP IT FLOWING.SOURCED. NOT SOLD.

1. Repoint automated EIA data pulls (Priority: HIGH | Deadline: Oct 20, 2026)

Starting with the Oct 21 Weekly Petroleum Status Report, EIA discontinues Tables 11 and 12 (weekly spot prices; spot data moves to daily publication) and Table 14 (retail gasoline and diesel prices), and retires the Appendices. List every surcharge calculator, cost-plus pricing sheet, ERP import and dashboard that reads these tables, and point retail-price pulls at the Gasoline and Diesel Fuel Update or EIA API, and spot pulls at EIA's daily spot price data.

2. Verify pricing jobs after the first new-format releases (Priority: HIGH | Deadline: Oct 21, 2026, after 10:30 a.m. ET)

Confirm each surcharge and pricing job picked up the Oct 19 retail observation (released Tuesday, Oct 20) and did not carry a stale value forward after the Oct 21 WPSR format change.

3. Lock in winter supply access (Priority: HIGH | Deadline: this week, by Oct 23, 2026)

U.S. distillate stocks fell 2.5 million barrels in the week ending Oct 9 and sit about 12% below the five-year average (as reported from EIA's Oct 15 release). Confirm allocation terms and secondary-terminal access with suppliers before heating demand starts.

4. Do not discount forward quotes for the IEA release (Priority: MEDIUM | Deadline: before November quotes go out)

The IEA's Oct 15 statement accelerates about 100 million barrels and calls for more than 20 million barrels of diesel, with no U.S. share or completion date. Pull PADD 4 distillate stocks from EIA Table 4 and price on observed regional data, not announced relief.

5. Watch for IRS dyed-diesel payment and Form 720 guidance (Priority: MEDIUM | Deadline: ongoing; relief period ends Dec 31, 2026)

IRS penalty relief for on-road dyed diesel runs Oct 1 through Dec 31, 2026, but guidance on postponing payment of the $0.2440/gal federal tax under IRC 7508A and on Form 720 treatment is still pending. Hold Form 720 logic changes until it issues, and keep tracking dyed gallons that may go to road use. State fuel taxes are unaffected.
